China is the world's first fishery country and the output of aquatic production ranking first in the world for 23 consecutive years. In recent years, aquaculture production has been increasing rapidly, and achieved rapid development in aquaculture technology. Although the aquaculture industry has developed rapidly, there are still some problems to be solved. Such as aquaculture resources are unevenly distributed, leading to the imbalance development of aquaculture. How to break through the farming resources bottleneck, make full use of limited water resources to enhance the economic benefits of aquaculture to meet people's broader consumer demand has become a primary problem of aquaculture development.As one of the most important aquaculture farming model, how is the technical efficiency of ponds produce? Which is the most efficient production technology under the scale of farming? These are the problems that cannot be ignored in the aquaculture industry. From the point of view of the pond freshwater aquaculture production, combined with a research data of farmers in Meishan to analyze technical efficiency and factors of production problems of freshwater ponds aquaculture in Meishan. First, it summarizes the development of freshwater aquaculture ponds in Meishan, with the use of field research data to analyze the input and output elements of each scale farming comprehensively and systematically. Then use DEA model to calculate the overall efficiency, technical efficiency and scale efficiency of each scale of ponds aquaculture, and analyze change rule of technical efficiency and technical progress rate by Malmquist productivity index.Finally, this paper analyzed the main influencing factors of the overall efficiency, technical efficiency and scale efficiency of the farmers by using the Tobit model.Through above research, the main conclusions are:(1) The average overall efficiency of large-scale farmers is the highest. Difference in the average overall efficiency of the three-scale farming was mainly due to large differences in scale efficiency. Among them, the size of the maximum efficiency of large-scale farmers, closest to the optimum scale farming, the average scale efficiency in scale and small-scale farmers is relatively low. (2) The technical efficiency of the three-scale farming under varying degrees of improvement, technical efficiency among medium-scale farmers enhances the fastest. Rate of technical progress of the individual scale farming showed different degrees of decline. (3)The technical efficiency of ponds aquaculture is affected by many factors. The main factors affecting the overall efficiency of the pond freshwater aquaculture production is direct capital investment, indirect investment and farmers engaged in the ponds. The main factors influencing the freshwater aquaculture pond pure technical efficiency of farmers have engaged in ponds and breeding species. Scale efficiency of freshwater pond aquaculture production mainly directed by capital investment, indirect investment.Finally, according to the above conclusion, we propose the following recommendations:(1) increase financial support to encourage large-scale breeding; (2)adjust freshwater aquaculture investment structure, emphasis on optimal combination of factor inputs and rational allocation; (3) increase financial support to encourage the introduction of new varieties, promote species germ plasm improvement; (4)strengthen technical training, improve farmers' quality, transition farmers fanning thought; (5)consummate aquatic epidemic prevention system, keep quality control system work well.
