Study On The Effect Of The Development Of Agricultural Electronic Commerce In S City

E-commerce as a global new industry, has achieved rapid development in the past 30 years, China's e-commerce since 1997, has entered the fast track of e-commerce development. As a big agricultural country, the development of agricultural electronic commerce is restricted by the natural and social factors, and the development of China's electronic commerce is relatively backward. To solve the "three rural" problems, solve the contradiction of agricultural production structure and market demand, increase the income of farmers, realize the modernization of our country agriculture, has become one of the Chinese economic and social development of the most urgent tasks. In recent years, Internet plus agriculture has the support of the nation, the introduction of a number of national electricity policy, support the county's electricity development. The development of agricultural electricity suppliers not only to promote the prosperity of economic growth is of great significance, but also to our country to solve the problem of the three rural issues, to achieve a well-off society in an all-round way has an important impact. Agricultural e-commerce development in China is not a long time, the domestic research on the policy of agricultural e-commerce support is insufficient, the significance of this study is to research the effects of support policy of agricultural electronic commerce in S City, and provide a more scientific and reasonable development of agricultural e-commerce support policy and planning for reference for the government to make policy more high efficiency, benefit the development of agriculture and farmers to a greater extent, but also for national and provincial policies to provide valuable reference.In this paper, from the perspective of agricultural e-commerce to support the policy effect evaluation, to explore the effect of agricultural e-commerce to support policy in S city in 2015. Through policy evaluation, find the problem and make a concrete analysis, the reasons for the poor policy effect and the key points to be solved urgently. At present, it is still a new perspective in the development of agricultural e-commerce, scholars study more of the policy to support the necessary and relevant policies to improve the perspective of agricultural e-commerce policy.In this study, using interviews, questionnaires, in S city since 2015 the agricultural electronic commerce development situation investigation, investigation of related departments, enterprises of agricultural electronic commerce and sales of agricultural products, businesses and farmers, evaluation from the angle of public policy support policy in S agricultural electronic commerce was studied the policy goal of promoting, respectively, policy objectives for the development of the analysis, the main methods and the use of goal model and customer oriented mode as the policy effect evaluation. Through the research, there are still many problems in S's agricultural e-commerce support policy. For these problems, it puts forward some suggestions to improve the support policy of S agricultural electronic commerce.The research results indicate that S agricultural electronic commerce development policies necessary to further improve the implementation of this study is to improve the development of agricultural e-commerce promotion policies will play a positive role, will help to improve the efficiency of policy, promoting China's agricultural e-commerce to boost the rapid and healthy development, solve the "three rural issues" effectively, increase the income of farmers, promote the realization of social justice and social harmony.
