Water conservancy projects in development should uphold the principle of conservation land, but in reality, land abandoned and no person attentioned.Research paper studied as Xiangcheng Henan, analysis abandoned farmland water conservancy land issues. Firstly, survey the situation on the basis of the outline on county water conservancy land, and found the status of abandoned land. Then analysis the impact to the land use, reduce arable land and destruct land ecology. Secondly, analyze the reasons for the status quo of the land abandoned based on actual investigation and interviews, including the implementation of the government, farmers' behavior and Water Law, Land Management Law enforcement. Finally, according to the specific circumstances, make recommendations. Government as principal one, has an inescapable responsibility in the management of maintenance. The authorities should enhance publicity and strengthen law enforcement. Farmers as beneficiaries, have an obligation to management and maintenance.The aim of this paper is to solve the problems under this circumstance. Save land for agricultural development, and avoid the erosion of arable land resources. At the same time, promote the improvement of farmland water conservancy construction and land requisition management mechanism, hoping to provide references for other areas abandoned water conservancy land issues.
