2016 is a year in which the national reform is deepening, also a crucial year for state-owned enterprises to further deepen the reform. State-owned enterprises are the mainstay of the national economy, while the leaders of state-owned enterprises, as decision-makers, leaders, managers and specific operators, whether are selected, appointed, trained, and evaluated correctly, scientifically and fair is crucial to the success of reform. Therefore, it is of great significance to continuously adjust and optimize the evaluation system for leaders of state-owned enterprises and make it more scientific, systematic and operational.In order to make the evaluation system for leaders of state-owned enterprises more scientific, accurate, fair and comprehensive, real, objective and effective when reflecting the leaders' political characters, work performance, operational capacity and public evaluation, there is an urgent need to further optimize and improve the evaluation system for leaders of state-owned commonweal enterprises so that it can not only meet the actual requirements, but also promote the overall quality and ability of the leaders effectively making the enterprises continue to grow and develop. This paper takes public commonweal state-owned enterprises as examples. Public welfare state-owned enterprises, has a special state-owned nature, thus its focus of reform and development should not be the economic increasement simply, but a better perform in social public service while ensuring the economic efficiency. Exploring and optimizing the assessment and valuation system meeting the reform requirements for leaders have a positive impact on highlighting the unique attribution, strengthening the construction of leadership team, enhancing the effectiveness, cohesion and core competitiveness of enterprises, and thriving the state-owned enterprises.Based on the theories of performance management and incentive theory, this paper comprehensively complies the domestic and foreign theories and experiences, and combines the general thinking of state-owned enterprise reform. This paper analyzes the current situation of national economy, state-owned enterprises and the evaluation methods existing in Y province. Aiming at the existing problems and causes, optimizes the assessment and evaluation system suitable for leaders of state-owned enterprise from the guiding ideology, design principles, the overall framework, the implementation of procedures and security, etc.,. At the same time, this paper also puts forward some countermeasures and suggestions for the application of the evaluation results, laying a solid foundation and providing a guarantee for the further healthy development of the the assessment system for leaders of state-owned commonweal enterprises.
