Evaluation And Study On The Quality And Ability Of Leaders Of State-Owned Enterprises In Hebei Province

State-owned enterprises are the pillar of the national economy, whose speed and breadth have a profound impact on a country's economic and social development process. Quality and ability of the persons in charge of the state-owned enterprises are one of the key determinants to its operating conditions. Since the reform and opening-up, quality and ability of the persons in charge of the state-owned enterprises have increased rapidly in Hebei, but the incompatible contradictions with its own economic development are still quite pronounced. Therefore, by conducting calculations, analysis and evaluation on the quality and ability of the persons in charge of the state-owned enterprises in Heibei Province, the strengths and weaknesses are found in Hebei Province. And that is important to make the rational development strategy of quality and ability of the persons in charge of the state-owned enterprises in Hebei Province as well as determining the point and difficulty of the development of them. Further, it will promote the economics to develop sustainably and healthily in Hebei Province.In this paper, the relevant domestic and international theories are discussed firstly about the evaluation on competitive power of quality and ability. And based on that,the author illustrates the meaning of quality and ability of the persons in charge of the state-owned enterprises and the factors that impact its growth;secondly,with quality and ability evaluation principles, the paper constructs an evaluation index system about quality and ability of the persons in charge of the state-owned enterprises which including two major modules, six factors and eighteen indicators;further, according to the evaluation objectives, tasks and the particularity of the object, the content and procedure of the evaluation are clarified,and the evaluation method of quality and ability of the persons in charge of the state-owned enterprises is identified. The author collects information from the relevant he persons in charge of the state-owned enterprises to obtain raw material,and determines index weight coefficient by AHP method. Then, according to the relevant data, the quality and ability of the persons in charge of the state-owned enterprises is measured comprehensively with the fuzzy comprehensive evaluation method. Then under the measure results, the general situation of quality and ability of the persons in charge of the state-owned enterprises, each module are analyzed comprehensively, concretely and systematically, which points out the strengths and weaknesses of quality and ability of the persons in charge of the state-owned enterprises in Hebei Province;Finally, the writer indicates that the focus of building quality and ability of the persons in charge of the state-owned enterprises lie in six aspects in Hebei Province, including the reform of selection and appointment system, the heavy investigation in training, the innovation of incentives system, the improvement of evaluation and examination system, the establishment of monitoring and restraining mechanism and the creation of a good environment.
