Liaoning, as the old industrial bases in Northeast China, has many large state-owned enterprises. State-owned economy has occupied a dominant position. The state-owned and state-holding enterprises shoulder very important responsibility and glorious mission in transforming operational mechanisms, deepening reform, market-oriented, leading state-owned enterprises out of difficulties, and obtaining new life and growth.In recent years, the party organizations at all levels and state assets supervision departments have been focused on research and problem solving for the evaluation on the effective performance of State-owned and state-holding enterprises management level.At present, other provinces and cities have no more mature or have not shape the mode of state-owned enterprise management performance evaluation, as to Liaoning, over the years there are also problems for the state-owned enterprises and state-controlled management, i.e., diversity management, complicated management-level, the evaluation method of business management level, and the various contents. This has resulted in inappropriate management supervision, unscientific evaluation standard and inconsistent payment for some business management level.Objectively, it requires the establishment of a fair and standard assessment indicator system and assessment methods in order to achieve an objective evaluation of management performance of state-owned and state holding enterprises.This article is divided into five chapters. Chapter1is the introduction, which outlines the purpose and meaning, literature review, research content, methods and innovation. Chapter2describes the basic situation of the state-owned enterprises, Liaoning Province. Chapter3detailed analyses the situation and problems of assessment work of the leaders of state-owned enterprises in Liaoning, and proposes the causes of the problems. Chapter4proposes the corresponding measures for improvement the assessment of the leaders of state-owned enterprises in Liaoning. Chapter5is the main conclusions of this paper.
