Macro-economy has entered the "new normal" state as the trends of international economic and financial integration and globalization, and the financial environment of the Chinese banking industry is undergoing new changes. The background of this paper are analyzed from the overall economic situation, the regional economic development and the branch's own development. The paper narrates the purpose and significance of the research from the perspectives of the macroeconomic impacts, significance of the performance evaluation and the problems existing in performance. These provide some necessary preconditions for expanding studies.This paper identifies the progress of research on bank employee performance evaluation and determined the research method, systematically based on the domestic and foreign literature about the bank performance evaluation methods, common problems, influence factors and results application. The paper starts from the basic content of the performance evaluation, such as its definition, purpose and role. And then, this paper analyzes the principle of common methods, advantages and disadvantages and applications, and summarizes problems existing in bank performance evaluation. These provide necessary theoretical basis for further research. This paper selects a secondary branch of Agricultural Bank of China as a sample, and introduces business development and performance evaluation process. Aspects of employee performance evaluation are summarized schematically from four aspects, including performance evaluation system, indicators, implementation and publicity of results. This paper intends to find out some problems existing in the evaluation cognition, indicator setting, evaluation management, and evaluation results though qualitative analysis and field survey. Meanwhile the reasons for these problems are analyzed comprehensively. There are a series of concrete measures formulated to optimize departmental employee performance, according to problem-oriented and moderately improved optimization ideas and principles.This study finds out some institutional conduction means to enhance employee performance evaluation, such as deepening understanding, actively training concepts and knowledge and enhancing indexes' transformation guidance. Based on introducing departmental performance evaluation, this paper finds out a method to determine distributive weights of total department evaluation indexes through using AHP reasonably and collecting experts' statistics of questionnaire about assigning indexes weights. Contents of employee performance evaluation are detailed decomposition, and performance evaluation methods are improved further. The paper gives an example for departmental head and employees to establish and improve indexes contents of employee performance evaluation, which distinguishes different departments. These improve rationality and relevance of performance evaluation. Requirements and measures about expanding practical scope of performance evaluation results are formed from enriching incentive approach, employee selection and deployment, training and development and recruitment. Effect of optimization measures is evaluated and predicted objectively with personal practice and experience. And optimization measures can enhance effectiveness and availability of performance evaluation results. In order to ensure the smooth implementation of the outcome, the paper establishes four aspects of safeguards, such as improving operational mechanism, using system function, focusing on organizer training and building the performance culture. When the banking industry is in the state of key period of the "new normal", and in the stage of the strategic transformation, upgrading and organizational restructure of the ABC, hopefully, this paper attempts to have some reference for ABC and other state-owned commercial banks to enhance the quality and efficiency of performance evaluation.
