The first section is the NCMS’meaning and characteristics; the second section is the new rural cooperative medical system’s development process. The third chapter is point of view about N’CMS stakeholder perspective, including two subsections. The first section describes that the main benefits are the government farmers, rural designated medical institutions; the second section is the analysis of opposition between the interests of stakeholders. The fourth chapter is Anhui NCMS development’s status. Including the development achievements of Anhui NCMS and the problems. Achievements mainly as follows:from a single "hospital compensation claims" to "Compensation can be either inpatient outpatient co-ordination"; reimbursement would be enhanced to reduce the financial burden of participating farmers; the establishment of new rural cooperative medical information system, being taken to the online billing step.lssues include four aspects of the problems.
