In this paper, according to the development of highland barley in Lhasa, using literature study, field survey method, statistical analysis. Aim to analysis some problems in the process of barley production. And then put forwards the countermeasures of the current highland barley production and development in Lhasa by using the SWOT method.The strengths of highland barley production(S) in Lhasa are mainly in the following aspects. Such as natural resources, special germplasm resources, perfect cultivated land protection system, a systematic highland barley production technology, scientific training in rural area, high standard basic farmlands construction, steady progress was made in soil testing and recommended fertilization, relatively advanced agricultural mechanization operation, systematic preventive and control measures aim to diseases, pests, weeds, and various kinds of natural disasters; The weaknesses of highland barley production in Lhasa are mainly in the following aspects(W). Such as the low science and technology quality of farmers and herdsmen, rural technology system is not consummate, the role of government subsidies is not obvious, infrastructure construction cannot meet the needs of modern agriculture development; The opportunity of highland barley production(O) in Lhasa are mainly in the following aspects.
