Being the strategic leading industry of national economy,the development of high-tech industry,is highly significant to promote industrial structure adjustment and transform economy growth mode.High-tech industry is technology intensive,which is not only characterized in that R&D is more intensive than other industries,but also the proportion of high-tech talents is higher than other industries.High-tech talents are core to the development of high-tech industry,which include researchers,designers,applicators and operators,thus the fate of high-tech talents is particularly important to enterprises.Generally,the relative wage,which is the wage relative comparison of high-tech talents and low-tech workers,also named as wage gap,is an important factor to determine the flow of talents,therefore this paper works on how the talents are treated in high-tech industry based on the wage gap of high-tech talents and low-tech talents.Since the wage system vary greatly in domestic and foreign-funded enterprises,the status,wage,formation mechanism and trend are significantly different for high-tech talents in these two types of enterprises.This paper tries to analyze the changes of wage gap of high-tech talents and low-tech talents in domestic and foreign investment(hereinafter referred to as "domestic foreign high-tech talents")to probe the wage problems and explore the development problems in high-tech industry in China.Through F test,panel data analysis method,empirical analysis of wage gap of domestic and foreign investment enterprises in high-tech industry,this paper found out that from 1998 to 2008 wage gap of domestic high-tech industry has shown an overall upward trend of twists and turns,and that of foreign high-tech industry decreased after the first rise,the reason for such a change,mainly because the significant positive impact of technological advances and export trade,and then followed by impact of capital intensity and production value on the wage gap;by comparing R&D density,margins patents and other issues of domestic and foreign enterprises,it can be seen that even foreign high-tech enterprises have inherent technical advantage,those enterprises in China only take advantage of cheap labor,resources and policy advantages to achieve its global industrial chain of processing,link assembly,and generally do not regard China as the core technology research and development base,and less core technology has been transferred to China,while domestic high-tech industry,being our strategic leading industry,technology research and development is the core,the demand for high-tech talents is much stronger,which proposes corresponding adjustment and improvement requirements to the current high-tech enterprises wage system and the industry,enterprise operational mechanism.
