A Research On The Technical Innovation And Employment Effects Of Stategic Emerging Industries

It is a prospective and overall measure to develop the stategic emerging industries.Its effectiveness directly determines the development of economic and China's international status.And technical innovation is the important way to enhance the competitiveness of the stategic emerging industries in our country.However,the technical innovation may have both employment-creation and employment-inhibitory effect,that makes the related departments must fully consider the characteristic of the stategic emerging industries' innovation and employment when formulating industrial development and employment policies.Firstly,this paper defines the concept of stategic emerging industries by combing the literature,and related literature both at home and aboard are summarized and reviewed in the aspect of employment-creation and employment-inhibitory effect of technical innovation.Next,this paper analyses the dual transmission mechanism of technical innovation's employment effects,based on Classical economics "compensation theory",neoclassical growth theory and technical-economic paradigm theory.Then,it analyses the present situation of technical innovation and employment of stategic emerging industries,besides,it measures and calculates the technology innovation efficiency of stategic emerging industries by DEA.At the same time,combined with panel data model and the data of 28 provinces(excluding Xinjiang,Tibet,Qinghai),this paper makes an empirical analysis to research the employment-effect of the stategic emerging industries' technical innovation from the two levels of provinces and the eastern,central,western.The results show that:Firstly,the scale of chinese stategic emerging industries shows a rapid growth momentum,but there are huge gaps between China and the developed countries in the index of technical innovation;Besides,due to the great differences in location,policies and resource endowments,the technical innovation of stategic emerging industries shows obvious differences in regions.Secondly,On the whole,the technical innovation of stategic emerging industries has a positive impact on the industry labor force,and the upgrading of the industrial structure has a indirect positive effect on the employment of stategic emerging industries.FDI weakens the positive employment effect of the technical innovation to a certain degree.In the same time,the education has not caused obvious impact on the employment due to the differences of knowledge and the quality of labor in the short term.Thirdly,The technical innovation of stategic emerging industries has a negative impact on theemployment of eastern and central regions,but it has a positive effect on the employment of the western region.Besides,the inhibitory effect of eastern regions is weaker than central regions in the reason of Industrial structure,salary,education level.
