China has entered a new normal stage of industrial transformation and innovation-driven economy.The economic growth rate shift and power conversion have become an important task for China's economic development.As a national key layout,strategic emerging industries are inevitable choices for realizing "Made in China 2025”,completing the transformation and upgrading of traditional industries,and enhancing the core competitiveness of the country.In recent years,although China's strategic emerging industries have developed rapidly,there are some problems such as insufficient supply of high-end talents,weak independent innovation capability,and high dependence on key core technologies.The overall innovation performance is not outstanding.Research on the influencing factors of technological innovation performance in strategic emerging industries,in order to better promote the stable,healthy and sustainable development of strategic emerging industries.This paper first reviews the research status at home and abroad,reorganizing the meaning of strategic emerging industries,technological innovation and technological innovation performance.Based on Schumpeter's theory of technological innovation,technology life cycle theory,endogenous economic growth theory,input from R&D,A conceptual model for influencing factors of technological innovation performance in strategic emerging industries in terms of non-R&D investment and market structure.Using Stata software to conduct empirical research on the relevant data of 17 sub-sectors of strategic emerging industries in China from 2009 to 2017.Exploring the direction and extent of the influence of various influencing factors on the performance of technological innovation,identifying the key influencing factors,and expanding the analysis in the empirical part to study whether the influencing factors of this paper have boundary conditions for the bio-industry and the new-generation information technology industry,and finally adopt their respective.The lag of the variable is one period,and the model is tested for robustness.The research finds that:(1)R&D capital investment is significantly positively correlated with the technical innovation performance of the whole sample and the sample.The regression coefficient is the highest among all the variables in this paper,indicating that increasing R&D capital investment is to upgrade strategic emerging industry technology.The inevitable choice of innovation performance is also the internal driving force for the growth of strategic emerging industries.In the absence of R&D funds,strategic emerging industries lack the most powerful guarantees in the R&D process.(2)Regarding the input of R&D personnel,the empirical results of the full sample and the sub-samples are all the same as expected,which will positively affect the performance of technological innovation.Therefore,it is necessary to improve the policies of talent introduction,training,and incentives,and give full play to the R&D personnel's performance in technological innovation.The promotion role will further enhance the contribution rate of R&D personnel to the technological innovation performance of China's strategic emerging industries.(3)The empirical result of the whole sample of technology introduction is significantly negative,that is,the introduction of foreign advanced technology,but neglected independent research and development,lack of independent innovation,resulting in no corresponding improvement in technological innovation performance.In the expansion analysis section,technology introduction is not significant for.the bio-industry and the new-generation information technology industry,because the economic benefits generated by the introduction of technology can only be short-lived and uncompetitive,and cannot bring continuity to the commercialization of scientific and technological achievements.The power will eventually be squeezed out of the market by new technological achievements.(4)Digestion and absorption have a negative impact on technological innovation performance,indicating that enterprises should not simply imitate the technological innovation activities,waste the introduction of advanced technologies,improve learning and absorption capabilities,and effectively implement the core content of technology.Master,and ultimately achieve the improvement of technological innovation performance.(5)The competitive market is conducive to the improvement of technological innovation performance,because while the market competition pressure is increasing,enterprises will occupy the market with low-cost,high-quality products,and at the same time,improve the technological innovation capability accordingly.However,the market structure has no significant impact on the bio-industry,mainly because even if the market is fiercely competitive,the key is who has mastered the key core technologies.According to the empirical results of this paper,as well as the government documents and industry development reports,the following five policy recommendations are given:1.Increase the investment intensity of R&D funds;2.Improve the training program for high-tech talents;3.Strengthen collaborative innovation within the industry;Encourage the export of products with independent intellectual property rights;5.Improve the government support mechanism.
