Based on intensive land economical utilization, the state encourages land for rail transit comprehensive development, the innovation of infrastructure investment and financing mechanism, the background of rail transit construction land configuration can be divided into land development and secondary development of two stages. Guangzhou subway construction as an example, the paper expounds the development of rail transit "to change road", respectively, combing the domestic land, finance and other related policies for rail transit enterprises involved in land development and secondary development, pointed out that at present guangzhou rail transit construction land configuration mechanism defects existing in the fund management, planning, examination and approval, audit risk, risk neo-treasure hill, inexperienced, such problems as shortage of funds.Through the empirical analysis, contrast the success of the Hong Kong metro model, summarized the domestic urban rail transit construction in land resource allocation mechanism research and practical experience, the formation of land allocation mechanism in guangzhou urban rail transit construction proposal: based on the existing legal framework, temporarily not advocate a land along the rail transit, the secondary linkage development; Land development Suggestions of implementation by the government as a whole; Rail transit industry should focus on study of patterns of land supply in the secondary development.Using game model, this paper discusses the government, the rail transport enterprises, in the rail transit along the game relation in the process of land supply, put forward the appropriate policy innovation of government, can be active in the market, and the participation of social capital by market, to promote effective development along the rail transit property, achieve win-win. At the same time, combining with the case, from the practical level, step, rationality suggested in stages by the mode that the secondary development for the link, in a recent law under the framework of public transfer, PeiJian traffic facilities, in the policy innovation and supervision and perfecting the agreement, after long-term shareholding land.
