Research On Industry Sectors Selection And Spatial Layout Of Regional General Aviation Industry Development Planning

The development of general aviation industry plays an important role in optimizing industrial structure, changing the way of economic development, driving the development of other industries, promoting the construction of social public service, meeting the demand of people’s consumption, tamping public air transport foundation and the establishment of a comprehensive transportation system etc. But for a long time, because the restriction of the use of airspace, the shortage of professional and technical talent, lack of general aviation industry infrastructure, imperfection of related laws and regulations etc constrain the development of general aviation industry, the development of general aviation industry in China lags behind. But the increasingly rapid development of economy and society in China and the increasing improvement of general aviation industry development environment bring great development opportunities to general aviation industry. In this context, the local governments increasingly attach great importance to the development of regional general aviation industry. Now most of the local governments formulate general aviation industry development planning. In view of regional factor endowment and industrial foundation etc,and economic and social benefit feature of every general aviation industry sector etc, the local government should select scientifically some general aviation industry sectors to develop and reasonably lay them out. In order to maximize the value of general aviation industry in regional economic and social development function, literature analysis method, and a combination of specification analysis and case analysis methods etc are used comprehensively to research the issue of industry sectors selection and spatial layout methods of regional general aviation industry development planning.Firstly, the concept of general aviation industry chain was defined and general aviation industry chain was divided into 17 industry sectors according to the types of general aviation industry products or services. The development of the specific general aviation industry sector can produce certain economic and social benefits, but the benefit pursuits of different general aviation industry sectors, that the purposes of general aviation industry sectors’ development,are different. Accordingly, 17 general aviation industry sectors were classified into industrysectors for public welfare, industry sectors for both public welfare and profitability, and industry sectors for profitability. Because different types of industry sectors’ decision-making bases are different, thus, decision path of industry sectors selection was proposed, and then industry sectors selection was made for public welfare, industry sectors for both public welfare and profitability, and industry sectors for profitability respectively. When choosing industry sectors for profitability and industry sectors for both public welfare and profitability,on the basis of industry sector primary selection, the influence factors of industry sectors selection were summarized, industry sector selection evaluation index system was proposed, a comprehensive evaluation on inter-sector comparative advantages through the primaries with Multi-criteria decision-making model was done,and further regional general aviation industry sectors planned to develop were determined. On the basis of industry sectors selection,a decision method of regional general aviation industry sectors spatial layout was presented.Finally, the X province industry sectors selection and spatial layout problem of regional general aviation industry development planning was studied using the above methods proposed in this paper.
