Transportation is the basis and leading industry for economic and social development. At present, China's comprehensive transportation system construction has entered a critical period, moderate advance in accordance with the principles of the state will co-ordinate the development of various modes of transport, gradually develops independently various modes of transport to the integrated and coordinated development and gradually form a network interface facilities, safe and efficient transportation services integrated transport system to adapt to economic development, national defense construction and reform and opening up the demand for transportation.Shandong Province as the national economy producing province, implies the strategic development of the blue ocean economic zone and the Yellow River Delta economic zone, and efforts to develop the capital economy, do good and bigger Jinan metropolitan area.Economic development, accelerating urbanization, further population concentration provide a good opportunity to the construction of Shandong Province traffic integration.Based on the analysis of traffic planning on the basis of Shandong Province, Combined transport integration theory suggests that the problem of traffic planning in Shandong Province. Transportation mode between Shandong Province and other provinces are mainly civil aviation, high-speed, general speed railway, highway, among major cities in the province is high-speed rail, general iron, three road transport. To make an example, to select cities in the province of Jinan, Qingdao, Linyi, The three cities are important economic city and transportation center in Shandong province, connecting these three cities structures a wide range of radiation throughout the province of Shandong. Shandong province's transportation between cities,mainly through Jinan, Qingdao to complete, so considers both the city as a comprehensive transportation hub in Shandong Province.For data availability and better reference value, choice Shijiazhuang, Zhengzhou, Nanjing, Hefei four neighboring the capital city of Shandong Province, Beijing, Shanghai mega cities as main cities. Estimates interurban line capacity and O-D four modes of transportation by Gravity Model, then can be drawn from four kinds of transport transport capacity allocation,combined four modes of transportation between cities utility value with line capacity can evaluate the main mode of transport in Shandong Province configuration is reasonable or not, and can make recommendations for its future development.
