Research On Low-carbon Transportation Development In Beijing Based On Institutional Perspective

Abstract/Summary:
In the new period of historical development,Beijing has accelerated the promotion of energy-saving and emission-reduction.The city actively responded to climate change and determined that the total amount of carbon dioxide emissions will peak around 2020.The transportation industry is crucial to the healthy operation of modern cities,and the implementation of a low-carbon transportation development model is a key link in building a low-carbon city.Faced with the increase of carbon emissions in the transport industry and the environmental pollution brought by it,it is difficult to solve this problem by the market own because of the existence of market failures such as externalities and public goods.It is necessary to guide the low-carbon development of the transportation industry through the corresponding system construction.Continuously improve the residents' environmental awareness,and build Beijing into a world-class harmonious and livable capital.This article analyzes the energy consumption of Beijing in recent years,and learns that the energy consumption of the transportation industry is showing a growing trend.Meanwhile,the proportion of total energy consumption continues to rise,and the corresponding carbon emissions are also increasing.The task of energy conservation and emission reduction remains arduous.Combining with the changes in the total volume of passenger traffic,travel structures,and travel distances in recent years,and then according to the IPCC CO2 emission calculation model,we can calculate the carbon emissions and proportion of different modes of transport.The study found that the transportation industry in Beijing is facing problems such as large traffic volume,unreasonable traffic structure,and insufficient development of new energy transportation.From the perspective of low-carbon transportation development experience at home and abroad,it can be seen that the construction of low-carbon transportation systems in Beijing is mainly based on administrative control measures.It is difficult to really reduce the demand for traffic travel,nor can it effectively limit the use of private cars.This is not consistent with the concept of sustainable development,and the low-carbon road has a long way to go.According to the objective of low-carbon development in Beijing in the future,this paper decided to implement low-carbon development of the transport industry through three aspects of institutional development.First of all,attach importance to traffic demand management,and reduce the gap in public service levels through the city planning of “combination of jobs and residence”.We can also reduce traffic demand through implementing electronic commuting and telecommuting.Meanwhile encourage common rides and carpooling to save costs and save resources,change the allocation of road resources from “car-based” to “people-oriented”.Secondly,through the system construction to optimize the traffic travel structure,and continue to increase the proportion of green travel.Do a good job in planning the development of public transport priority,then increase financial support and improve the slow traffic system.Improve the travel costs by collecting “congestion tax” to reduce the use of private cars,and then reduce per capita transportation carbon emissions.Finally,on the basis of the reduction in total traffic demand and the gradual increase in the proportion of green trips,more new energy vehicles should be used to promote low-carbon transportation development.At the same time,accelerate the development and utilization of low-carbon electricity,and realize low-carbon traffic in the true sense.
