| With the development and mature on theory, technology and industry of electronic commerce, on the one hand, more and more foreign trade enterprises use e-commerce mode to expand its import and export business. It has become a new growth point in international trade way; on the other hand, more and more domestic consumers use e-commerce mode to satisfy their demand to purchase overseas high quality commodities. It has become a new model in national consumption concept. In the e-commerce environment, electronic payment arises at the historic moment and become an important part of financial safety regulation in China. Under the background of cross-border transactions, cross-border electronic payment also has played an important role of foreign exchange security regulation in China. From the aspect of the policy supervision, the administration of foreign exchange on cross-border electronic payment is relatively single, disorder and mixed. For instance, at present, it is only issued the foreign currency policy on administrating cross-border payment business of payment. This new mode of cross-border transactions brought opportunities and convenience, at the same time also brought new challenges to the administration of foreign exchange. The cross-border e-commerce in Hebei province started late and has developed slowly. The trading volume is much less than the developed eastern provinces. This paper analyzes the cross-border electricity trade characteristics and present situation in Hebei, studies the development environment and the influence in Hebei province of the cross-border e-commerce, analyzes the problems in foreign exchange supervision of cross-border e-commerce. On the basis of the regulatory experience at home and abroad for reference, and finally puts forward some corresponding countermeasures and suggestions. |
