As a kind of financial infrastructure,payment services occupy a very important position in the Chinese financial system.The cross-border payment business involves multi-party interactions,involving not only direct participants in cross-border transactions,but also indirect participants such as intermediaries and government agencies.Although China has introduced some laws and regulations on the supervision of payment institutions,there are still some unresolved loopholes in the issue of crossborder e-commerce payment.The regulatory issues involved in cross-border payments are complex and effective regulation is very valuable and meaningful for cross-border payments.In view of the existing loopholes and problems in cross-border payment supervision,this paper proposes its own suggestions based on the government perspective,drawing on the experience model of relevant domestic and international policy supervision,and improving the regulatory system and legal framework.The full text is divided into four chapters: The introduction part describes the research background and significance of cross-border payment supervision.Through the literature review at home and abroad,the basic ideas,methods and innovations of the research,explain the main content and significance of this study.The second chapter clarifies the meaning definition,business chain and implementation methods and payment risk points of cross-border e-commerce payment,and analyzes the risk links of cross-border e-commerce payment in China from the cross-border e-commerce payment service chain itself.The research anchor is provided for the subsequent article structure.The third chapter first summarizes the current regulatory framework for crossborder e-commerce payment in China,and finds out the existing regulatory system in the legal hierarchy,anti-money laundering prevention,consumer rights protection,and market.Insufficient aspects of access,provision management,supervision and responsibility,etc.,and then construct a Game model of regulatory payment,using game theory analysis tools to model and analyze the influencing factors of cross-border ecommerce payment supervision,and to clarify the regulatory benefits.Class influencing factors and degree of influence.The fourth chapter,combined with the analysis of the aforementioned risk points,modeling analysis,analysis of the regulatory system and other research results,gives more objective and comprehensive regulatory recommendations for the main risk points of China's current cross-border payment business,thus improving and complementing China's cross-border The regulatory system for e-commerce payments.Based on the perspective of government regulation,this paper studies the main risks and regulatory issues of cross-border e-commerce payment in China,analyzes the risk points of cross-border payment service chain in detail,and summarizes the current regulatory framework and supervision of cross-border e-commerce payment in China.And through the construction of the Game model of regulatory payment to analyze the influencing factors of regulatory benefits,and finally combined with the above analysis to propose regulatory recommendations on cross-border e-commerce payment in China.
