The Equalization Of Basic Public Services In Ethnic Minority Areas Of Gansu

More than 30 years of reform and opening-up, the rapid development of economy in our country, the comprehensive national strength enhances unceasingly, has shifted from the necessity of social development-oriented social stage. At the same time, the high-speed development of economy brings basic public services between urban and rural, regional, and national area. The different development situation and problems, has affected the basic public service provision. For a long time, the public service supply system in national regions is different, different paths, development level is different also. Equalization of public service is the basic requirement of building a harmonious socialist society, but at present our country public service provision in social security, employment service, compulsory education, health etc. There is a clear regional and urban and rural inequality phenomenon, if these conditions cannot be improved, there will be less and affect the social stability and unity, and thus affect the establishment of a harmonious society of our country. Imbalance of economic development is more enlarged gap or access to public services in national regions, not equal to become social development key problems needed to resolve. Therefore, from the reality, and from the overall situation of China’s harmonious society in the future, how to realize the equal basic public services has become an urgent need to solve a major problem.This topic research starting from the related theory of equal basic public services, the scientific definition of the concept of equal public services and principles, on the basis of the reference to domestic and international basic public service evaluation index system, combined with the situation of Gansu, creating a evaluation index system of equal basic public services in Gansu province, and based on this index system of Gansu province to evaluate the overall level of basic public service supply. At the same time, according to the empirical analysis of the index system about the level of basic public services in Linxia and Gannan City, Gansu Province. Through a lot of field research and statistical data analysis, the paper analyzes the existing problem and reason of the supply and demand about basic public services in ethnic areas of Gansu. To sum up the experience on the basis of the comparative study by the equalization of basic public service situation in Gansu province and Sichuan Province, and finally build a scheme of institutional innovation and government policy suitable for Gansu Province, which can promote the equalization of basic public service in minority areas, and then put forward the effective way to promote the equalization of basic public services and the construction of harmonious socialist society.
