Regional aviation is one of the indispensable elements of civil aviation, and it plays an important role in the construction of the civil aviation in our country. At present, the routes developed well are mainly distributed in the large cities and cities rich in tourist resources. The situation of regional aviation, put the small and medium-sized cities as the main operation, is not optimistic. The characteristics of regional aviation have made it develop slowly. But if regional aviation involved in the hub-and-spoke airline network, it not only can add customers to transit airport, but also expand the scope of passengers’ choice in regional airport. Therefore, according to the specific situation of the development of regional aviation, choose the appropriate development model, is the key to regional aviation.Firstly, this paper analyzed the development situation of regional aviation, and combined with the characteristics of regional aviation in China, then explored the problems in the development process. Secondly, from the angle of the route network, regional aviation in China is divided into direct mode and transit mode two operating modes. Adopting DEA method to make an evaluation of transport efficiency of the two modes in 2014, and combined with the efficiency analysis of five years, 2010-2014, found that the average efficiency of the transit mode is higher than the direct mode. Then, using the Malmquist index method analyzed total factor productivity dynamics of two modes in 2010-2014. Finally, through the contrast analysis of transportation efficiency and total factor productivity dynamics of two modes, it drew the conclusion: in the selected regional routes, on the same OD market conditions, a small amount of routes’ transportation efficiency in the direct mode is higher than transit mode, direct mode is more suitable for the routes; most routes’ transport efficiency in the transit mode is higher than direct mode, transit mode is more suitable for the routes.In conclusion, regional routes’ average transport efficiency in transit mode is higher than direct mode every year, and the improvement of flight plan and staff management and safety technology in transit mode is better than that of direct model at the same time. Therefore, considering the overall efficiency of the selected regional routes, and combining the development trend of the efficiency of two modes, found that our regional aviation should be given priority to transit mode, and the direct mode is complementary, to make our regional aviation mature as soon as possible.
