With the rapid development of the industrialization, China has won the tenth consecutive year the world's largest consumer of machine tools. Nowadays, high-end CNC machine tools are still heavily dependent on imports because of China domestic development capability is weak, of product quality is unstable and of reliability is not steady. Therefore strengthening R&D capability of China local producers is in the critical path. This paper proposes Earned Value method to manage and control the cost, schedule and quality of the R&D project management. This is very important not only to improve skills of project management and capability of innovation for China local competitors, but also to achieve a sustainable competitive advantage.At present, the research regarding Earned Value method focuses on analysis of the Essence Earned Value Management and on the improvement of the indexing system. Research results are applied to determine the values to measure the Earned Value. However, during the execution of project, the project manager is not able to get actual project data like exact project progress percentage and the Earned Value. It attributes to incomplete fundamental project data and to the ambiguity and complexity of project activities themselves.A case of an R&D project of CNC machine tools is discussed in this paper. Fuzzy earned value theory is introduced in this process. In order to achieve the goal of having clear target of project management and of effective and organized process control, analyze the deviation of the project and propose the improvement measures, fuzzy language was introduced to describe the project progress and to build the compute quality index of the quality evaluation model. Through the comparison of analyzing fuzzy earned value and traditional project management methods, selecting more effective way of controlling project cost, progress and quality, not only can the skills of project management be enhanced, but also the competitive strength of domestic enterprises can be improved.
