JX Co., founded in 1950, is a state-owned professional foreign trade company. In recent years, under the complex and volatile international economic environment and the continuous adjustment of national economic policies, it has encountered unprecedented difficulties and challenges in the field of import and export markets, and therefore it must work out an upgraded positioning in line with their own transformation. In the grim domestic and international environment, JX Co. has realized that only by optimizing resource allocation and adjusting the business models could the company re-adapt to market competition. During the process of transforming and upgrading, JX Co. has been committed to extend the industrial chain, build Industrial base and capital operation platform, and develop an integrated foreign trade business model. This more complicated and diversified business model required JX to establish a sophisticated talent development strategy.However, in the strategic transformation process, the company’s existing personnel incentive model has demonstrated its insufficient efficiency that has negatively affected the pace of enterprise restructuring and development. Therefore, how to effectively motivate employees and inspire their potential as well as how to work efficiently to create more values for the company and improve JX’s overall performance have become urgent issues of the company’s personnel development and management.Based on the incentive theory framework and other human resource theories, this paper identifies JX’s problems and deficiencies in its existing talent incentive strategy and explores effective measures to cultivate talents for the needs of company transformation. The paper focuses on helping JX Co. resolve issues related to improving personnel training, selection, appointment, incentives and other aspects of daily management by establishing a relatively scientific human resources management system. The ultimate goal of the new human resources system is to build the core competitiveness of JX and develop a sustainable and beneficial strategy during JX’s transformation and upgrading period.
