Comprehensive Evaluation On The Transformation And Upgrading Of Guangdong’s Foreign Trade

The2008financial crisis caused a huge shock on foreign trade of Guangdongprovince,droping in external demand, the global economic downturn, labor shortageand RMB appreciation has led to the closure of a large number of small and mediumenterprises in Guangdong Province.Obviously, the financial crisis on the developmentof foreign trade in Guangdong Province has formed a " inverted forcing mechanism."It has been increasingly realized that the structure of foreign trade in GuangdongProvinc, the low end of the global value chain lock, high energy consumption andserious environmental pollution and other issues, have to be resolved for the reason ofsustainable development, otherwise the opportunities of the vital period which isinherent in the crisis will be losed. And to solve these problems, the GuangdongProvincial Foreign Trade must be upgraded.Now the most important issue before us is how to do comprehensive evaluationof foreign trade development mode for Guangdong Province, the evaluation is are-understanding and finding-problems process, without which accurate assessment ofthe future cannot be done and the " crux " of Guangdong Province ’s foreign tradedevelopment mode cannot be fond and solved. Therefore, the analysis and evaluationof Guangdong Province and its transformation of foreign trade development, whichsum up the experience and lessons learned, and explore the development ofGuangdong ’s foreign trade restricting bottlenecks,thus proposing specific policyrecommendations have important practical significances.In this paper, the evaluation index system of foreign trade development mode onfour dimensions of the amount of foreign trade, foreign trade structure, foreign tradeefficiency, sustainable development is established,through deeply mining the data ofGuangdong Foreign Trade development.And by doing2003-2012foreign tradedevelopment mode transformation and upgrading empirical analysis combined withthe example demonstration of foreign trade transformation and upgrading bases inGuangdong Province, the conclusions were reached: The comprehensive evaluationvalue of foreign trade development mode shows a downward trend between2003-2012, but after year2009, the evaluation value gets a rising trend, indicatingwhich a transition has occured. In the system of the four-level indicators,the tradeefficiency indicators makes the largest contribution to the downward trend, indicatingthat the economic and social as well as ecological resources benefits are declining, or say the contribution degree gradually decreases. However, indicators of sustainabledevelopment is the only upward trend, although in recent years, Guangdong sufferedfrequent trade friction, the rise of protectionism trend in the international tradeenvironment, but the competitiveness and foreign trade price indices are stillimproving, because the contribution to the overall assessment value is small. So fromthe perspective of sustainable development, Foreign Trade of Guangdong province isactually upgrading.
