Study On Evaluation Of The Development Ability Of High And New Technology Enterprises In Qinghai Province

As the head of the five development concepts, innovation is the primary driver of development. High and new technology enterprises have become the mainstay in promoting technological innovation and implementing innovation-driven development strategy. Enhance the ability of high and new technology enterprises has a giant reality significance to implementing innovation driven development strategy and promoting economic transformation and upgrading in Qinghai province.In the foundation of literature review and status analysis of theory based and research objective, paper has evaluated the development ability of high and new technology enterprises in Qinghai province by three steps. First of all, on the basis of the maneuverability evaluation index system of high and new technology enterprises development ability, the paper measured and calculated the development ability of high and new technology enterprises in Qinghai province with the method of analytic hierarchy process and principal component analysis. And then, combining with the calculated results, the paper analyzed the existing problems of the development ability. Finally, the paper pointed out some measures to enhance the development ability of them by analyzing the key factors of influencing the development abilityThe main conclusions of this paper are as follows: generally, high and new technology enterprises in Qinghai province are facing with the problem of low and diversity development ability level. There is mainly shown in three aspects. Firstly, high and new technology enterprises are facing with the problem of weak R&D level and big gap in innovation ability. Secondly, high and new technology enterprises are facing with the problem of weak market management and control ability emerged. Thirdly, high and new technology enterprises are facing with the problem of weak profitability and poor efficiency. In view of the above problems, paper proposed three measures to enhance the development ability of high and new technology enterprises in Qinghai province. First of all, increasing R&D investment and promoting transformation of scientific and technological achievement. And then, improving the quality of product supply and tapping the market potential. At last, strengthening financial management and improve operational efficiency. The paper enriches the empirical analysis of the development ability of high and new technology enterprises, and has a certain reference value to enhance the development ability of high and new technology enterprises in Qinghai province.
