The Research Of Telecom Operators' Off-site Audit Information System Base In GDSS

In 2008, China telecom operators has completed a new round of restructuring, six main telecom operators were merged into three: China Telecom, China Mobile and China Unicom. After the restructure, the three Chinese telecom operators have realized the operation of integrated businesses, they all have fixed & mobile business and are introducing new services in both areas. Meanwhile, this restructure also brings increasing competition and risk to the whole telecom industry. The Big-3 was forced to change from an extensive development model to a more precisely planned development model that equally emphasizing scale and profit.Under the telecom industry transform background, internal audit has played a key role as an important defense line of enterprise risk prevention. It requires establishing and perfecting the risk disclosure, risk warning and risk evaluation system, providing feedback to management level, hence, accelerating the company to solve these problems. In order to reach this goal, internal audit has to be complied with the transform of the company strategy.To be complied with the change of transform, and play a positive role, internal audit greatly enhanced the utilizing of the existing audit resources through the intensive operation and by using information. The key points are the organization, people, process and technology. Through deeper research, this article disclosed three aspects of problems: 1. the audit barrier brought by the general use of information system. 2. Difficulties of gathering different organizations and people to the same place together to conduct the audit. Therefore, off-site audit is a must. 3. Difficulties to get the effective control in audit analysis and decision making process. Need an effective group decision making process.To resolve all those three aspects of issues, it requires innovation and restructure in both management and technology. The application of GDSS in off-site audit information system is the foothold of all those transform process and models. Research on how to realize the application of GDSS in off-site audit information is very important as a solution to the above issues. Also, it is the core problem this article will focus on.From the perspective of one of the China telecom companies, this article conducted its research from two aspects: management and technology, combing with the audit theory, information management theory. First, regarding the solutions in management aspect, I did the research in these areas: 1.The function & role of the organization and the structure of the organization 2. Process design framework, business process scope and process portals 3. Audit project allocation mechanism, service process monitor and quality control. From the technology aspect, studied the design principle, function structure and data stream of the application for GDSS off-site audit information system.
