The Third Plenary Session of the 18th Central Committee of the CPC definitely puts forward that the whole process of technical innovation should be guided and determined by the market, so we must improve the market-oriented technical innovation mechanism and give full play to the guiding role of the market in technology development direction, route selection, the factors'price and all kinds of innovative elements configuration. At present, the implementation of innovation-driven strategy is ongoing in China. The construction of effective market-oriented technical innovation mechanism could be one of the important guarantees to speed up the upgrading of Chinese innovation ability. Therefore, the need of the construction of the market-oriented technical innovation mechanism is quite urgent to be analyzed and its task to be clarified. Combined with The Soft Science Research Project In Jiangsu Province, the thesis carries out relevant research on the connotation and the construction task of the market-oriented technical innovation mechanism.Firstly, some basic concepts were defined, mainly including the innovation, technical innovation, technical innovation elements, technical innovation achievements, the market and the market mechanism. Besides, the required resources of technical innovation is further clarified and needed conditions for the market mechanism to play its role are analyzed.Secondly, based on the connotation of the market-oriented technical innovation mechanism, the thesis, on the one hand, elaborated the policy demand for the construction of the market-oriented technical innovation mechanism from both the effective market competition and market failure in the process of technical innovation. On the other hand, it analyzed the institutional requirements of the market-oriented technical innovation mechanism from both the economic growth and efficient operation of market mechanism. Further, the thesis established the content system of the construction of the market-oriented technical innovation mechanism and analyzed the relevant policy demands and institutional requirements from two perspectives, strengthening enterprise technical innovation motivation and promoting elements agglomeration towards enterprise technology innovation area.Thirdly, the thesis summarized the existing practices some innovative countries in constructing the market-oriented technical innovation mechanism. On the one hand, the policies to improve enterprise technical innovation motivation in innovative countries were analyzed from aspects of market environment construction, risk sharing, etc. On the other hand, the specific practices to promote technology innovation elements concentration towards enterprise were analyzed. On the basis, some suggestions were given in this thesis.Finally, the thesis analyzed the current situation and the existing problems in the construction of the market-oriented technical innovation mechanism in China and dissected the systematic and institutional obstacles in the construction of the market-oriented technical innovation mechanism from aspects of market environment construction and resource configuration. On the basis, the thesis pointed out the principles to construct the market-oriented technical innovation mechanism in China and raised some corresponding countermeasures and suggestions to reinforce the construction of Chinese market-oriented technical innovation mechanism.
