| Human resource always plays an important role in social economic. With the development of society, the HRM was switching its role, and now becomes more and more essential to enterprise performance. On the other side, China’s traditional retail enterprises promote the GDP significantly as one part of real economy. Recent years, the E-commerce has brought an unprecedented impact to traditional retail enterprises both in consumption and marketing patterns, in order to keep a growing space, the traditional retail enterprises try to seek for strategic transformation, some traditional giants such as Su-ning&Guo-mei went to Online and Offline integrated strategy, they got rid of old thinking patterns and achieved high enterprise performance. Traditional retail ones who would take the same strategy face series problems of HRM that hinder their developing. Obviously, traditional retail enterprises need to make change in their older HRM strategy, possibly need to reengineer the whole HRM system.This study is based on the Online and Offline integrated strategy, combines the theories of high performance HRM and HRM reengineering, specialize in traditional retail enterprises HRM reengineering issues with the scientific methods of questionnaire, interview, statistical analysis and case study. Firstly, stating the necessity of traditional retail enterprises taking Online and Offline integrated strategy, and analyzing the challenge of transformation. Secondly, evaluating the status of traditional HRM system, trying to find the specific problems in the current system and the inner causes. Thirdly, basing on the result of evaluating, this study starts to make a program of strategic-transfomation traditional retail enterprises, and puts forward related subsystems and implementation plan. Finally, take HISAP. Corporation as the example, diagnosing the HRM system level and putting forward a platform of high performance HRM system about HISAP. Corporation.The main results of this study go to:analyzing the HRM maladjustment of traditional retail enterprises who are taking the Online and Offline integrated strategy, studying the reengineering demands; finding four aspects problems of traditional retail enterprises’HRM system, they are recruitment, training, performance management and employee incentives; putting forward the normal traditional retail enterprises’high performance HRM system reengineering program; setting up HISAP.
