Basic Research Performance Evaluation Based On DEA Two-phase Model

Basic research project as the pioneer of technology progress and economic development, can effectively improve the country's comprehensive strength. The performance of basic research project is the important carrier of scientific exploration and technological progress. To carry out basic research performance evaluation of the project, can effectively enhance the level of scientific research management and scientific research ability, optimize the allocation of science and technology resources. Establishing specific goals and performance oriented basic research management system, is not only an important part of basic research projects, but also to maintain the forefront of basic research of exploration and innovation ability. But with the development of the society, the basic research project performance evaluation system in the process of dynamic correction, gradually evolved into a complex system, lead to the original evaluation theories and methods cannot resolve the problems in the field of basic research project performance evaluation.This article presents and analyzes the basic research project performance evaluation method, exploring the suitable performance evaluation method for basic research, building the theoretical model of basic research performance evaluation. In this paper, through literature review and case analysis, we analyzed the basic research project performance evaluation methods which are as the core of DEA. According to the basic research has the characteristics of overflow and diffusion of knowledge, we designed the two phases output model, and proposed a new evaluation method-DEA two phases and double constraints model. At the end of the paper, through the analysis of the natural science fund for nearly 10 years of data, we confirmed the correctness of this model.According to the double constraints, The DEA model's production frontier has been adjusted. Compared with other evaluation methods, DEA two phase double constraint model can analyze the efficiency of the basic research project of different stages, find out the bottleneck of restricting to improve the performance of basic research projects. Through to overcome the bottleneck, can improve the performance of the entire basic research project. In addition, using the model of performance evaluation of basic research projects, can not only ensure the whole project system under the condition of DEA effective, and each subsystem in a state of maximum performance, making up performance evaluation model which can not reflect the shortcomings of the system structure, avoiding to overestimate the performance of basic research project; but also consider the long-term characteristic of basic research's output effects. Through to evaluate the performance of the two phase of the basic research project, meeting the strategic needs of different units, helping project managers to make more reasonable and objective support policy.
