The Research Of Rural Land Transfer In LinXia State

This paper is based on the theory of property rights, the theory of scale management, the theory of principal-agent, learns from the experience of the rural land circulation in our whole country, and analyzes Linxia rural land circulation status, business scale, intermediary services and conflict mediation situation by the comprehensive application of the farmland circulation department in charge of statistics. Meanwhile, the author uses the results of a questionnaire which consist of 1578 households from farmland circulation typical region, and make a descriptive statistical analysis of typical regional rural land transfer, effect and willingness. And then the author draws a systematic summary of the pro Linxia rural land circulation characteristics, mode and its advantages and disadvantages, and establishes the logistic binary choice model, to analyze the influencing factors of the rural land transfer in Linxia, and find out the inner regulation.The results of the study are as follows:Linxia rural land circulation rate is much higher, but still has some significant differences:transfer form tends to be diversified, traditional form still has a dominating status; main circulation has a trend of diversifying, however, farmers spontaneous dispersion of small scale transfer is the main circulation. Farmers'willingness to roll out is strong, but the market demand is in short, and there is an outstanding contradiction between supply and demand of land; "(enterprise)+" mode of agricultural cooperatives is an effective way and fits in the current situation of Linxia rural area, but it also has some problems, such as operation is not standard, mechanism is not perfect, the subject of farmers'willingness is not reflected, subsequent development of kinetic energy is in short etc. According to the results of Logistic mode regression, degree of education, race, family population, non-farm income ratio, per capita arable land area, nature of contracted farmland,the transfer agent have the main influence on the current land transfer in Linxia.Based on this conclusion, the countermeasures and suggestions to innovate the mode of agricultural land circulation are put forward in Linxia:to develop the stock cooperating management, to improve the "Agricultural cooperatives(enterprise)+" mode of agricultural cooperatives; to adjust the industrial structure, to expand "Agricultural cooperatives (enterprise)+" mode, to foster family farms and professional big, to enrich farmland transfer main body, to speed up the farmland ownership registration step, to establish the scientific property rights system of rural land, to construct land circulation market, to improve the network service system of the farmland circulation and to improve the institutional mechanisms, farmland circulation to provide effective protection.
