Institutional reforms in the government, which are known as actions taken to adjust its organizational structures, are aimed to adapt changes of the environment of public management within public sectors, and to optimize the level of pub lic management. Report to the Eighteenth National Congress of the Communist Party of China clearly states that our government is going to steadily promote the reform to establish larger government departments, and to improve the system of department responsibility. This marks the beginning of a new round of institutional adjustments within functional departments, which is guided by the reform to establish larger government departments. Tianjin, in order to carry out the spirits proposed by the central committee, first started its provincial revolutionary exploration in the realm of market regulation, and established the supervisory and administrative committee of the market and quality. With the success achieved by this reform, problems were gradually exposed as well, which impeded functional departments to reach their goals.In this paper, we studied the problems emerged during the operation of the supervisory and administrative system of the market and quality in Tianjin. In order to gain a better understanding, we analyzed the literatures, studied relevant theories, compared established cases, and applied the knowledge of organizational reform and organizational inertia. Based on the prior experience of the reform in the field of market regulation in Shenzhen, we analyzed the cause of changes of organizational structures, the legal system, and organizational inertia, which directed against the problems of market regulation system in Tianjin. We also proposed suggestions to improve the efficiency and the ability of market regulation system from the perspectives of member configuration, facility perfection, staff training, and cultural construction.
