Forming Mechanism And Countermeasures Of Underdeveloped Areas' Industrial Carbon Lock-in

Despite underdeveloped areas' late start on economy,the industry system gradually established with resources endowment,industry preferential policies,cheap labor.The industry of underdeveloped areas got developed,at the same time depending too much on energy industry and excessive carbon emission had become an increasingly prominent problem.Gansu is a typical underdeveloped area,although there is a lot of natural resources,the unreasonable industry structure put the economic development at a disadvantage.So it is significant to research the forming mechanism and countermeasures of underdeveloped areas' industrial carbon lock-in,represented by Gansu.Firstly,with the data from 2005 to 2014,the paper verified that there is industrial carbon lock-in in five major industries and thirty-seven segments and it is serious in resource-based industry.Secondly,based on the research of industrial carbon lock-in at home and abroad,the paper concluded that it is composed of industrial foundation,technology and institution of industrial carbon lock-in.And it illustrated that the influence factors of industrial carbon lock-in by industrial structure,energy structure,the number of technology contracts,industry policy.Finally,the paper comes up with the ways to out of “industrial carbon lock-in”from industrial foundation,technology and institution,hoping to promote industry development through optimization of the energyindustry structure,promotion of low-carbon technology,transformation development philosophy and so on.
