Study On Efficiency And Influential Factors Of Finance Supporting Agricultural Development In Jiangxi Province

Eighteenth Party Congress put forward the strategy of "building a well-off society in an all-round way", the solution of “three rural issues” is the only way to build a well-off society in an all-round way and to realize the "Chinese dream". As a tool of market economy, finance has been developing rapidly in rural areas, and rural finance is getting more and more important to solve the problem of "three rural issues". But practice shows that the financial policy for supporting agriculture appears many problems in the process of implementation, implementation is not in place, the effect is not obvious, the role is not prominent. To judge the effect of financial policies for supporting agriculture usually uses the indicator of financial efficiency, so the study of this index becomes a key point.Through mining related theories in literature, after the description of the status quo of the financial support for agriculture in Jiangxi province, this paper studies the efficiency and the influencing factors of financial support for agriculture. First of all,study financial support agriculture technical efficiency, pure technical efficiency and scale efficiency of 11 cities in Jiangxi province in 2008-2013 by data envelopment analysis(DEA), then take the technical efficiency value as the dependent variable, using a limited dependent variable Tobit model further analyze the factors that influence efficiency of financial support agriculture in Jiangxi province.Conclusions of the research are as follows: the efficiency of financial support agriculture of Jiangxi province in 2008-2013 is low, the gap of financial support agriculture efficiency among different cities is large in the same year. In the factors that influence efficiency of financial support agriculture in Jiangxi province, rural human capital level, rural financial development scale and efficiency of financial support agriculture are positively related, urban-rural dual economic structure is negatively related with financial support agriculture efficiency, local fiscal support agriculture and efficiency of financial support agriculture has no significant correlation. According to the research conclusions, put forward the corresponding solutions: First, enhance the level of rural human capital, increase investment in rural education; Second, reform urban-rural dual economic structure, promote the integration of urban and rural areas; Third, improve the rural financial market, expand the scale of the rural financial development.
