| The land urbanization has become an inevitable trend with the continuous growth of the population urbanization. The increasingly serious contradiction between the expansion of the city and the protection of arable land which brought about that the ecological environment deterioration increasingly severe, while the uneven distribution of value-added income from the cultivated land non agricultural and the land-lost farmers living without effectively guarantee have affect the healthy development of urbanization seriously. For the purpose of protecting cultivated land and improving farmers’ land value-added income, In this paper, on the basis of summarizing the present research domestic and abroad combining with the government have stressed the need to "increase the percentage of land owners in the allocation of land increment benefit " in the eighteen conference report which first put forward the reform of the land expropriation system. The government should set up the system of cultivated land development rights and evaluated the price of cultivated land development rights as the basis of income distribution in the process of transferring from the cultivated land to construct terra which can protect cultivated land and maintain the farmers’ rights, make the land value-added income caused by urban development be used for accelerating the city development until the stabilization development of urbanization in our country.The establishment of the cultivated land development rights can play a role in the coordination of land development and the protection of cultivated land. The successful using of cultivated land development rights in foreign country can provide practice foundation for the research of cultivated land development rights of our country, the existing research of cultivated land development rights focused on the theoretical analysis, while there have not form a valid and feasible model to assess the prices of cultivated land development rights. In this paper, we find the value-added source of cultivated land and the strict land use control in our country firstly to define the connotation and ownership of cultivated land development fights, the theory of resource allocation and ecological economic theory is employed in analyzing the connotation of value of cultivated land development rights, the value composition of cultivated land resource can be economic value, social value, ecological value and the value of development right, and preliminarily determined the value distribution between the stakeholders of cultivated land non-agricultural. After in-depth analysis the price composition of cultivated land development rights, this paper focused on the price evaluation methods of cultivated land development right, evaluating the price based on the connotation of the price of land development rights by difference method, the price difference is the price of cultivated land development rights. Finally, we select the urbanization stepped city Suzhou, Nantong, Yancheng in Jiangsu province as the research case to assess the price of the cultivated land development rights in each level with different use according to the three regions of Jiangsu urbanization level, set of cultivated land development rights and calculated the price of development right in case of cultivated land convert to the use at all levels of construction, which can verify the beneficial effect of cultivated land development rights for protecting cultivated land, coordinating the regional economic development, improving farmers’ land value-added income, promoting the sustainable development of urbanization and optimizing the allocation of land resources in the Jiangsu province. Through theoretical analysis and empirical research, provide a reference for land development rights establishment and the specific application in our country. |
