Under the era which our government strongly supports the public entrepreneurship and innovation and proposes the development and construction of "Big data", "Cloud computing" and "Internet plus", the information industry, especially the software industry is ushered in a new development opportunity and all walks exhibit more intense will to software products that meet the requirements of themselves. In the seriously competitive environment of the software industry, we order to know if there is no effective project risk management; it is difficult for us to find a place in the industry. From multiple projects experiences of Hunan Creator, an important reason for failures is that there is no effective risk management, and even some projects mainly depended on the experience of software engineers, in this case, sometimes the project risk management is completely ignored. Therefore, how to design a detailed management plan and risk management strategy, effectively identify, assess and deal with risks, becomes a problem we must immediately solve.Firstly, in this paper, some famous software project risk management theories are briefly analyzed and discussed; 4 sets of risk management models are introduced and compared. The software project risk management dynamics, domestic and international research trends are conducted a preliminary analysis.Secondly, Hunan Creator is briefly introduced, and the current situation in the software project risk management is analyzed.Thirdly, this paper applied SWOT methods to analyze the competitive environment of the industry and proposes the total risk management policies of Hunan Creator software projects. According to the general requirements of CMMI certification for risk management, this paper provides an in-depth analysis of risk management activities, sums up a set of risk management methods for Hunan Creator and other software companies.Fourthly, this paper introduces the software project risk management methods we studied to be applied to Digital Urban Management project,and verify the effectiveness of these methods in Digital Urban Management project of Changsha county.By researching on Hunan Creator software projects, we designed a set of methods based on CMMI certification system which are suitable for the software project risk management; those methods can be used to guide the company's practice of specific projects and have been applied to the company's Digital Urban management project.
