Nowadays, information-based projects are becoming an important method in modern government to promote the development of urban management. From central to local government, all levels of the government threw the massive manpower, all kinds of resources include financial resource into the digital information engineering, and most of cities in China have made the great progress. However, digital urban management system as a new model which promotes by the National Ministry of Construction also has the huge risks during the process of the project construction, such as conception risk, management risk, investment risk, technological risks, process risk, quality risk, progress risk and so on. How to complete the promotion of this new model which to display the functions of digital urban management system, and how to instruct the project by the modern risk theory, to reduce and avoid the potential risk during the construction of the E-government engineering, to enhance the probabilities of success in this project, is becoming an important question which the related government (digital urban management project) should pay more attention in the future.In this dissertation, a research has been made according to the characteristics of the project and actual situation during the construction. Then a circulation risk management model has been constructed for government which takes risk management as the master method. Besides, some of main conception such as risk recognition, risk estimate, risk assessment, risk resolution and risk control has been systematically analyzed. Moreover, in view of the project actual situation, provided the corresponding method to deal with the risks which possibly met in the project; then according to the results by analyzing and commenting these risks, related methods and measures have been made for the different risk formulation. In this article, I choose the most appropriate theory from four negative risks to deal with, which are risk circumvention, risk personally used, risk reduction and risk shift, risk monitoring. The entire process carries on has been monitored and controlled through special risk management and summarized after the project finished. This risk management process is a dynamic process, and as a circulation process, each stage is related with others.The article combines my own participation during the construction of Zhengzhou digital urban management project from 2008. During this project, many research have been discussed which including the risk check list, the brains storm, the expert investigates, the risk monitoring, the risk resolution and so on. The risk detailed list, risk sorting and the risk resolution could as references to other similar projects. Besides, the PERT technology has made the good progress by evaluating time goal and optimizing the network planning. On the other hand, this project could provide a set of methods for the development of national digital urban management system or other similar projects which can become reference and guidance during the construction and development of the potential risk analysis, resolution and decision.
