Study On The Problems And Countermeasures In Supervision Of Property Rights Of State-owned Enterprise In Changsha

The Eighteenth National Congress of the CPC pointed out clearly that there are needs to deepen the reform of state-owned enterprises; to improve all kinds of state-owned assets management systems; to promote the state-owned capital to invest more on important industries and key areas related to national security and national economic lifeline; and to constantly enhance the vitality, controllability, and influence of state-owned economy. Changsha, capital of Hunan Province, is located in central China and is one of the core cities in the “Central Raising Strategy” of China. The state-owned economy plays an important role in the regional economic and social development in Changsha. Therefore, exploring the problems and countermeasures of state-owned property rights of enterprises of Changsha Municipality has a strong practical significance during this critical stage of the transformation of state-owned enterprises and the transformation of the supervision of the state-owned regulatory body.In this study, based on public goods theory, principal-agent theory, and government regulation theory, we used combined protocols of literature review,qualitative analysis, field investigation, and case study to find out that there are issues of defects of supervision on property rights of the state-owned enterprises and serious loss of state-owned assets in these enterprises of Changsha. The main reasons for above issues are imperfect laws and regulations, defects in systems of supervision,lack of credibility of agency, and inappropriate administrative structure of stateowned enterprises. Comparative analysis was made on management mode of property right of Temasek Corporation of Singapore, supervision systems of USA on stateowned assets, and experiences of management on state owed enterprises from cities such as Shenzhen and Wuhan. Our analysis leads proposals on the improvement of supervision of state-owned property rights of enterprises of Changsha. The key measures were to perfect laws and regulations of supervision on state-owned property rights of enterprises; to improve the supervision system of the state-owned property rights of enterprises; to improve supervision ability of state-owned property supervision department of enterprises; to strengthen the supervision of credibility of agency; and to improve the legal administrative structure of state-owned enterprises.
