With the coming of the era of knowledge economy, talent has become the key driving force of scientific and technological progress and social economic development, especially the human resources of science and technology has become the world's most important strategic resources.How to play a maximum utility maximization of science and technology workers, and how to achieve the optimal allocation of human resources of science and technology is a worth studying further.The liquidity between different industries, geographic and social status is the key to drive workers of science and technology to achieve the optimal allocation of resources.Therefore, further study the current flow of technology workers in Shandong province, and dig deep survey data. Finally, Put forward the countermeasures and Suggestions to promote the rational flow, which is beneficial to improve the efficiency of human resources allocation in Shandong province.The main content of this paper is as follows:The first part explains the background significance to study the mobility of sci-tech talents, and summarizes theoretical system and connotation. This paper reviews the research status to analyze the problems of the existing research and summarize the thesis ideas and possible innovations.Deeply analyze the existing research results, and summarize the thesis research ideas and innovation.The second part discusses the related theoretical basis of the issues of mobility of sci-tech talents, the definition and characteristics of the sci-tech talents and mobility of sci-tech talents. This paper sums up three factors that influence the mobility of sci-tech talents, namely, organization external factors and internal factors,and personal factors.The third part is mainly based on the principle of index system of survey and questionnaire design to design the content, Respectively, mobility of sci-tech talents sci-tech talents population characteristics, mobility, mobility direction and the influence factors and mobility obstacles. At the same time, design the survey plan and survey data with statistical analysis software SPSS to conduct a preliminary analysis and write the investigation conclusion.The fourth part is mainly based on the hypothesis model to analyze the correlationbetween flow influence factors.On this basis, take the multiple linear regression and the relative numerical methods. Finally, we can work out the equations of the willingness of mobility of sci-tech talents, and compare the different factors affecting the willingness of mobility of sci-tech talents.The fifth part mainly uses Matlab software to get clustering analysis(FCM),then, use the genetic algorithm toolbox of Rosetta analysis software. Reduce nearly six years of data index in Shandong province, get index weight. Finally, obtain evaluation value of mobility of sci-tech talents in Shandong Province.At the same time, discuss the intrinsic relationship between mobility and mobility rate.In the sixth part, through the analysis of the results, put forward five aspects proposed to speed up the countermeasures and Suggestions of the mobility of sci-tech talents in Shandong province. According to the results, we should open the "green channel" of the career development, and strengthen the reform of personnel file management,and the household registration system.We should strengthen the government service function and improve the social security system of the mobility of sci-tech talents.We should establish the market economy environment fitting for sci-tech talents incentives and update distribution idea.We should give priority to local governments to make overall plans, and promote the regional economy to appeal for technical workers. We should control and guide to optimize the social environment to strengthen the rationality of sci-tech talents.
