Research On The Regional Sci-Tech Talents Development Strategy During "the 11th-Five-Year"

During the age of the "knowledge-based economy" which takes knowledge and talents resources as the developing capital, the main relationship between Sci-Tech talents and social and economic development lies in two aspects: on the one hand, Sci-Tech talents promote scientific and technological advances, which is the greatest hope of sustainable social and economic development. On the other hand, as the existing and developing environment of Sci-Tech talents, the social and economic system has considerable influence on the evolution of Sci-Tech talents system. A favorable socio-economic environment will support and promote the development of Sci-Tech talents. Therefore, standing on the altitude of strategy to consider about the problem of the development of Sci-Tech talents is significant to the regional social and economic development.At first, the article uses the quintessence of thinking on the microscopic organization strategy management and the theory of human resource strategy and planning to illustrate the theoretical connotation and making principle of regional Sci-Tech talents development strategy and analyze the research process of Sci-Tech talents development strategy. Then it applies the theory of Sci-Tech talents development strategy to the practice: Analyze the strategy background of Sci-Tech talents development from three aspects of the environment, team construction and its performance, and the supply of Sci-Tech talents in Nantong; Determine the strategy target of Sci-Tech talents development according to the expectation of regional social and economic development to the future condition of Sci-Tech talents system; Use SWOT to analyze the strategy background of Sci-Tech talents development and make choices. Then confirm the strategy is the parallel strategy of both defense and growth; Learning from the experience of home and abroad, making the use of talents as the breakthrough point, point out the detailed strategy measurement from the management system, the management mechanism and the environment of creation and enterprise. The article makes research on the development strategy of Sci-Tech talents from theory and practice. On the one hand, it gives the guidance to the Sci-Tech talents management in Nantong during "the 11th-Five-Year", and on the other hand, it provides a new thinking model and theoretical basis for the strategy making of other area.
