The fifth plenary session of 18 th Central Committee of the Communist Party of China pointed out that China is going to build a well-off society in an all-round way in 2020. In order to achieve the goal, it is required to make all population and counties in poverty get rid of poverty during the period of “the thirteenth five-year plan”. To overcome poverty of all poverty-stricken population and countries, it is necessary to first find out the factors influencing rural poverty in Xinjiang and then adopt the targeted measures to remove poverty fundamentally.The three regions of Southern Xinjiang suffer the most serious poverty in Xinjiang, and have the most concentrated population in poverty in Xinjiang, so their poverty, to a certain extent, can reflect the overall poverty of Xinjiang. Based on the definitions of relevant concepts and the existing researches of scholars at home and abroad about poverty, the three regions of Southern Xinjiang are selected as the study areas. By combining the development situation and characteristics of poverty as well as the poverty alleviation and development course, the rural poverty factors are divided into three categories, namely, family characteristics, environment characteristics and policy characteristics. Then, the research hypothesis of the rural poverty factors is established. Binary logistic regression analysis is carried out on the data of the 343 questionnaire obtained on field survey. Finally, the factors affecting the rural poverty are found out.The conclusions are as follows: firstly, the three regions of Southern Xinjiang still face arduous tasks of poverty alleviation, and serious poverty. Secondly, the survey data can realize good fitting through the binary logistic regression model, and the results effectively reflect the interdependent relationship between rural poverty and the influencing factors. Thirdly, there are complex and many influencing factors of rural poverty. At this stage, therefore, the three regions of Southern Xinjiang should strengthen the ability of building the poverty-stricken population there, cultivate the ability of the poverty-stricken regions to get rich by depending on the industry, strengthen the organic integration of poverty alleviation development with the improvement of ecological environment, build good financial environment for poverty alleviation, accelerate the construction of public utilities, and promote the strategic breakthrough in the new round of poverty alleviation..
