Evaluation On Development Potential Of Cultivated Land Reserve Resources In Qianfeng District,Guang’an City

In the 21 st century, with the rapid development of social economy, the population is also growing rapidly, the food crisis that human beings faced is more and more obvious. It is particularly evident for China that has nearly one sixth of the world’s population. The contradiction between man and land is becoming more and more prominent, and it is imperative to find a way to solve the contradiction quickly and effectively. Therefore, the development of reserve resources of cultivated land becomes an important way to solve this problem. It contributes to the sustainable development of social and economic, is an important embodiment of the implementation and practice of Scientific Outlook on Development, but also an important direction of sustainable social development. The quantity and quality of cultivated land have great significance for the protection of national food security and social stability and development. As an important supplementary source of cultivated land, cultivated land reserve resources are of great practical significance in the development of national economy.Based on the analysis of the current situation and status of arable land reserve resources of cultivated land, this paper discussed the establishment of theoretical basis of evaluation of development potentiality of cultivated land reserve resources and its evaluation system, and the Qianfeng District of Guang’an City of Sichuan Province as an example. Based on the statistics and analysis the existing arable land resources, obtained the land use current situation and existing problems, combined with the Delphi method and analytic hierarchy process to determine the evaluation index and calculating the weight, at the same time, the use of Arc GIS 3D analysis, spatial analysis, buffer analysis, overlay analysis function to Qianfeng District’s arable land reserve resources development potential for statistics and analysis. Finally, the comprehensive index method is used to evaluate the development potential of cultivated land reserve resources, and the total amount, potential and spatial distribution of the reserve resources are obtained.Research results show that:Firstly, in Qianfeng District, the total amount of cultivated land reserve resources is 415.25 hectare, which is mainly distributed in Guanghui Town, Daishi Town and Huan Town.Secondly, in Qianfeng District, the reserve resources of cultivated land mainly include the bare land, inland beaches and other grassland, which were accounted for 46.25%, 49.96% and 3.79%.Thirdly, the development potential of cultivated land reserve resources in Qianfeng District is divided into 3 levels, in which the first level area is 198.56 hectare, the second area is 160.21 hectare, and the third area is 56.48 hectare.Fourthly, in the different types of arable land reserve resources of three grades in Qianfeng District: bare land of the three grade area are: 72.18 hectare,69.91 hectare,49.97 hectare; inland beaches of the three grade area are: 122.79 hectare, 82.92 hectare,1.76 hectare; other grassland of the three grade area are: 3.59 hectare, 7.38 hectare, 4.75 hectare.
