Research On Failure Rate Measurement Of Patents In Force Of Sub-Provincial Cities

After the concept of patents in force was put forward, patents in force indicator is becoming a new indicator for describing regional patent quality. In the analysis of this paper, in view of the problem of measures of patent failure and exploration of index, we establish a set of evaluation method which analyzes the situation of patent-stock more fully and has a positive supporting role for enriching patent quality index system.Based on previous research, using more than 20 years patent data from 1994 to 2014 of 15 vice-provincial cities of china and negative exponential function, patent failure process and the death rate can be intuitively demonstrated and dynamic measurement through a variety of statistical data and icons with patent stock ratio model and the patent-failure-rate coefficient index. Application Stata14.0 software does regression analysis with panel data, illustrating the application of patent-failure-rate coefficient in measuring the relationship between patents and national economic growth.We found that, city patent inflow and outflow rate can be divided into four patterns, Shenzhen patent quality is the best in vice-provincial cities of china, northeast is poorer and has gradually been overtaken by southeast. It is closely connected with the difference of technology innovation ability, also with regional patent policy, market conditions and other factors. It can be seen that regional patents in force status have good consistency with the economic development. Qingdao, Dalian and other cities which originally in the forefront of Vice-Provincial Cities are constantly backsliding, Xi'an, Chengdu and other central cities gradually catching up from behind, this trend is embedded in the related information of regional patents in force. Through measuring patent failure rate of Vice-Provincial Cities form qualitative and quantitative aspects, we can make a more accurate summary of the advantages and disadvantages of the development of regional patents in our country, we should pay attention to patent creation and transformation at the same time, complemented by strict protection and scientific management, can we ultimately achieve long-term goal of the "quality" and "quantity".
