Vice- provincial and municipalities cities in China have the prominent position in politics, economy, science, education, culture, sanitation, etc. To study the comprehensive competitiveness of central districts of these cities, will be conducive to promote the moderate development between districts and the construction of harmonious society.From the point of the view of scientific development, this paper researches on the comprehensive competitiveness of vice-province and municipality cities of China, by the method of combining theory with practice, quantitative analysis with qualitative analysis, combining norm analysis and empirical analysis. In a specific way, this paper expands the competitiveness model of regional economy to the central districts of cities, and then in combination with characteristics and source of competition, conducts the indicator system which suits to appraisal of comprehensive competitiveness of central districts. On the basis of selection and process of index of correlation by the principal components analysis, this paper for the first time carries on the appraisal of comprehensive competitiveness of central districts of vice-provincial and municipalitiescities through DEA model. It Points out: (1) for comprehensive efficiency, DEA of Dongcheng District of Beijing, Xuhui District of Shanghai, Heping District of Tianjin, Futian District of Shenzhen, Gulou District of Nanjing, Yuexiu District of Guangzhou, Lixia District of Jinan, Siming District of Xiamen, Shinan District of Qingdao, new city District of Xi'an is relatively effective, which shows comprehensive competitiveness of these districts is strong. (2) for the pure technical efficiency, comparing the number of districts of which DEA is relatively effective with that of districts of which comprehensive efficiency is relatively effective, Qingyang District of Chengdu and Kuancheng District of Changchun are added. (3)for the scale efficiency, comparing the number of districts of which DEA is relatively effective with that of districts of which comprehensive efficiency is relatively effective, Heping District of Shenyang is added. In addition, considering industry hollow of central district of cities, so after removing the output index of added value of secondary industry, this paper reused the DEA model to carry on the analysis. The research shows that added value of secondary industry of some central district plays an important role in comprehensive competitiveness, and some central districts need to carry on resource conformity so as to increase productivity, finally to improve their comprehensive competitiveness. In addition, this paper studies the effect that the ability of independent innovation which did not considered in the model made to comprehensive competitiveness, and analyzes the related environment for independent innovation.Finally, taking Gulou District of Nanjing as an example, on the basis of appraisal of the development situation of Gulou, this paper evaluated the core competitiveness on areaenvironment, creative ability, society management, resources coagulate ability and the infrastructure of Gulou District by the model of fuzzy comprehensive evaluation, as a result, this paper puts forward measures of advancing economic benefit, such as creating industry clusters, increasing the construction of infrastructure, increasing ability of independent innovation, strongly developing the modern servicing business, private capital economy, the headquarters economy, the building economy and so on, in order to promote the comprehensive competitiveness of Gulou District of Nanjing.
