The Research On Allocation Efficiency Of Financial Resources In Gansu Province

The concept of financial resources in China was first proposed by Professor Qinxian Bai.He took finance as national strategic resource to make a study and on this basis he presented theory of financially sustainable development. Finance is the scare resources that can affect the level of a regional economic development and is the outcome that the market economy develops in a certain stage. Economic finacialization made the nature of financial resources prominent,which led to a large number of scholars had started to do research. Financial resources as the core issue of the research of resource allocation, and its allocation efficiency is related to how much financial resources can be put into the most suitable for the use of direction. Financial resources allocation as a macro subject in economic research, and it is very important and has a practical significance in studying financial resources allocation efficiency.Since the implementation of the western development strategy with the support of various preferential policies, the situation of the shortage of funds in Gansu Province had eased to a certain degree, however, Gansu Province had not fundamentally breakthrough the fund difficult position of restricting economic development, and the degree of economic development not only fallen behind the eastern economically developed provinces, but also had a certain gap in comparison to other western economically developed provinces and the economic foundation was weak. In a certain sense, Gansu Province is an epitome of the western region, and it is the reasons that attract me to choose Gansu Province as the object of study to do a research on financial resource allocation.This paper is on the basis of the research idea of “ theory- practice and evidence-countermeasures”, and referring to the currently theoretical and practical research on the financial resources and financial resources allocation efficiency at home and abroad. At first,it defines some concepts such as financial resources, financial resources allocation, financialresources allocation efficiency etc., and determines the main research object of this paper is that the financial resources can be measured by money value. Next, applying the combining methods of the qualitative analysis and quantitative analysis to analyze the vertical change trend of total financial resources in Gansu Province and make a comparison with other western provinces, then making an analysis on the structure of financial resources in Gansu Province from credit structure, securities industry, insurance industry and financial market,and the current features of financial resources allocation in Gansu Province can be summarized as the following: the total amount of financial resources is growing steadily;FIR is lower and the structure of financial resources still needs to be optimized. Thirdly, using DEA method and SDEA Super-Efficiency Model to measure and evaluate the financial resources allocation efficiency in Gansu Province, then making a theoretical analysis on influence factors of financial resources allocation efficiency in Gansu Province from economic development and financial market; using the value of financial resources allocation efficiency in Gansu Province that calculated by SDEA Super-Efficiency Model as the dependent variables and the indicators of economic development and financial market as the independent variables to establish multiple linear regression model, and making an empirical analysis on influence factors of financial resources allocation efficiency in Gansu Province.Finally, according to the current situation of financial resources allocation in Gansu Province and the results of empirical analysis, and providing some suggestions and solutions for improving the financial resources allocation efficiency in Gansu Province.
