With the development of resource, environment and economic development,the global climate change which caused by our human economic activities becoming worse and worse, and it has become a global consensus to develop low carbon economy. As the largest developing country in the world, the CO2 emission of China is the largest in the world. Before the Climate Conference in Copenhagen 2009, China promised to reduce the GDP CO2 emission 40~50%down from 2005 to 2020. An important proposition we have to face is how to guarantee our economic development in a stable and fast way while realize the promise of carbon reduction. For our country, it is challenge as well as opportunity to achieve low carbon transition.High technology industry is the concentration of talents, knowledge,technology and capital, which reflects the advanced technology, promotes the upgrade of industry and strategic pillar industry of economic growth.Development of high technology industry is a necessary choice to take a new road to industrialization. The international competitiveness of ascension will drive the upgrading of industrial structure; promote the development of the industry. Now, every country is more concerned with the coordinated development of environment and economy, the problem of "carbon tariffs" also has attracted much attention. Therefore, from the perspective of low carbon economy, it is of great significance to develop high technology industry and improve the international competitiveness in the industry.This paper based on the theory of industrial competitiveness, the thesis analyzes high technology industry’s size, structure and layout in China. Based on the influence of low carbon economy on the China’s high technology industry international competitiveness as the breakthrough point, building the index system of industrial international competitiveness of low carbon high-tech,which is to introduce low carbon layer into the traditional industry international competitiveness index system. Using AHP method to assign weights to do the empirical research in industry international competitiveness based on the low carbon economy of China’s high technology industry during 2004 to 2013. Get the radar map through the results to make a dynamic analysis of source structure of high technology industry international competitiveness in our country. The study found that the international market share index of high technology industry in our country is more than those in the western developed countries, but because the high technology industry in our country are mainly focus on the processing trade, so from single index factors cannot judge the gap between China’s hightechnology industry international competitiveness and the western developed countries. Radar map shows that China’s high technology industry international competitiveness is increasing with each passing year, but the lower carbon level still at a lower stage, obvious improvement trend have been observed in the recent years, which indicated that high technology industry in our country internal reduction mechanism had been initially formed, but with an insignificant effect and still need external force to induce. At last, the paper has put forward some relevant policies and suggestions from the perspective of government and enterprises on how to improve China’s high technology industry international competitiveness.
