The quality of urbanization has become an important driving force for the sustainable development of regional economy,with the implementation of the new urbanization as a national strategy.In the process of promoting the quality and efficiency of urbanization,county as the most basic administrative unit of the country,how to explore the transformation and development of the regional characteristic county industrial economy is an important starting point of promoting the implementation of the new urbanization.There are 11 prefecture-level cities,32 districts,22 country-level cities,35 counties,and 1 Autonomous county under the jurisdiction of Zhejiang Province,the development of the industrial economy clustering and differentiation of the county has become an important symbol of the “Zhejiang Model”.County industrial structure adjustment,on the one hand,improving the efficiency of the resource allocation,on the other hand,forming the growth pole of the regional economic.Therefore,to develop the characteristial county industy can not only upgrading the county industry,but also can improving the County industry comprehensive competitiveness.To explore,guide and cultivate the roads of the characteristics of industry driven urbanization for the different development paths,which is the fundamental path of the exploration of the connotative development in many ways of the county urbanization.Thus,according to"Zhejiang Provincial People's Government's guidance on accelerating the planning and construction of the characteristics of small town”,JianDe “Aviation town” was listed on the second batch of the characteristics of small towns of Zhejiang Province,which is relying on resources and regional advantages.Under the background of the Zhejiang Province actively policy of the characteristics of small town,to promote an effective exploration of the construction of urbanization in Jiande by building the Aviation Town for the characteristics of aviation sports and leisure,which has an important exemplary significance.The article based on the diamond model of Harvard University professor Michael Potter,through the use of literature analysis,field research and model analysis method,analysis of Jiande general aviation industry competitiveness from 6dimensions which are production,demand,related and supporting industries,firm strategy,structure and competition ability,opportunity,the role of government.Jiande general aviation industry relies on the unique advantage of the Jiande Qiandao Lake general airport,which have convenient transportation both on land and airspace,and it has obviously location advantages.The Jiande Qiandao Lake general airport airport has perfect facilities and it was the only one of the general airports in Zhejiang Province that is on normal operation,and it's full of rich operating experiences.It has a clear positioning to create a most perfect general aviation industrial park around East China and even all around China.There are great opportunities for the development of general aviation industry in Jiande.There are rich landscape resources surroundings and advantage basic industries and the platform of the provincial Economic Development Zone and the different governments pay great attention to the characteristics of small town,especially Jiande municipal Party committee and municipal government pay great attention to aviation Town.In addition,the opening of low altitude airspace brings the market demand,so the general aviation industry in Jiande has a strong competitiveness.However,due to the constraints of policies,laws and regulations,the huge development potential of the general aviation industry in Jiande has not been developed.Therefore,the article makes suggestions which are to improve the relevant laws and regulations furtherly,to accelerate general aviation industrial policy support furtherly,and to enhance the general aviation industry science and technology innovation ability of proposals furtherly from a macro point of view.And from the micro specific view of Jiande's general aviation industry needs to clear the direction of development further scientificly,to seize the opportunity to build the aviation town and to speed up the construction of general aviation Industrial Park which providing practical significance for the development of the characteristics of small town of Jiande Aviation town.
