With the development and use of communication technology, information has invisibly been a kind of valuable resource and wealth. However, due to t he long-term lack of effective information flow among minority groups, povert y problem is becoming more and more serious. As the tool of information di ssemination, cellphone is easy to carry, timely and fast, conveying much infor mation and very interactive. The study on the effect and influence of cellphon e to minority groups in poverty-stricken areas during the process of helping t he poor through information has a great practical significance on two aspects,namely, the promotion of agricultural economy development and the improve ment of social living standard.Based on the introduction of the media features and dissemination charact eristics of cellphone, the study discusses the dissemination advantages of cellp hone among minority groups in poverty-stricken areas in detail, including high penetration, policy support and various forms. Besides, it also selects Bulang Stockaded Village, Huoshidi Natural Village, Yunnan Province as the object of study from the prospective of communication. In the August of 2014, May and September of 2015, the writer successively entered into the village three times, conducting the practical investigation during these two years. Through the systematical research and analysis of local village overview, cellphone us e, information demand and other respects, the writer figures out the effect of cellphone in clearing channel, constructing platform and other aspects in l ocal.Aiming at some problems and deficiencies found in investigation, the writer comes up with solutions and measures from four respects, that is, policy, cha nnel, content and user experience, providing some constructive suggestions for helping the poor in poverty-stricken minority areas through using cellphone i n a better way.
