Since 2003,China began to implement forest tenure reform,and gradually the regional pilot activities to gradually clear woodland property.An important part of the reform of forest right system is to carry out forest right mortgage loan,this new loan business for a long time to break the pattern of a single real estate-based mortgage bank,the introduction of forest land use rights and the right to use these new forest collateral,the "sleeping" forest resources can become a cash collateral assets.Anhui is the key provinces of Southern Collective Forest,forestry plays an important role in the province’s overall situation of national economic and social development.Economic development of forestry,forest tenure reform carried out in favor of improving the rural ecological environment in Anhui Province,to promote the sustainable development of forestry economy;implementation of forest right mortgage loan not only ease the pressure on the operation of farmers,there could be a crack farmers to expand production way.In this paper,a comprehensive reference relevant research results on the basis of Anhui Province as the research object to the theory of externality theory,property rights theory,asymmetric information theory,rural financial theory as the basis for guiding,City of Anhui Province Based on 5 12 township survey data,the first empirical analysis using SPSS software backward multiple regression screening,Anhui affecting forest right mortgage loan availability factor quantitative analysis,synthesis identify problems,then the use of field survey analysis of the Present Situation of forest right mortgage,finally from the macro,meso and micro-level targeted given the appropriate countermeasures.Hope that through the actual research to enhance the reliability of the conclusions of this paper,to the plight of the regional forest right mortgage loan on some reference value.The first chapter is the introduction part mainly describes the background and significance of this research project,and the research results were reviewed,and finally introduces the content and methods used herein,as well as at the lack of innovation and presence.The second chapter is related concepts and basic theory,mainly related professional concepts herein involved and theories used are described,for foresters,forest tenure,foresttenure collateral mortgage finance and Forest Right Mortgage Loan Financing availability concept to elaborate.The third chapter of the case in Anhui Province to carry out forest right mortgage loan financing.First,the basic theory describes the effectiveness of the reform process and the implementation of national forest tenure reform since the acquisition,and then the implementation of procedures and modalities Anhui forest right mortgage loan financing and existing problems are discussed.The fourth chapter is the case in Feidong County Forest Right Mortgage Loan Financing.By the author of Feidong County Forestry Bureau and financial institutions conduct investigations,to obtain the sample data within a small area of Anhui Province,to understand Feidong’s ongoing forest right mortgage loan financing situation and difficulties.The fifth chapter is the Anhui Survey of Forest Right Mortgage Loan.Based on the first four chapters of exposition and bedding,this section expand the sample size to five cities in Anhui Province 12 townships,econometric analysis using SPSS main factors affect the results obtained in Anhui farmers forest right mortgage loan,as well as farmers for the existing policy also What are the requirements.Through field research and grassroots understanding,Anhui Province Forest Right Mortgage Loan solve the current problems and further improve the problem,put forward suggestions and measures for the next direction.The sixth chapter is the conclusion and suggestions.For analysis of the previous five chapters Anhui forest right mortgage loan financing from the macro,meso and micro levels of the existing problems put forward countermeasures.
