Analysis And Improvement Of China's Food Recall System

When the safety incident or problem of food was found, it requires quick and effective response measures, but how to protect the interests of consumers maximally, minimize losses? The key is to establish a food recall system. Food recall system is a system that make food with problems or hidden danger recalled, its supervision model is post-mortem supervision, it is an important means of food safety supervision, it plays a momentous role to safeguard life and property safety of citizens, protect the legitimate interests of consumers, maintain the market economic order and promote fair competition. However, at present Chinese food recall system has some flaws, such as without standing the test of time, the work of legislation is not perfect, the system is still incomplete, and practical issue in the implementation of specific process.The first step of the food recall's process in China is media exposure. After that, the recall of the food with problems is ordered by the government, the food producers and marketing managers rarely recall the production with insecurity on their own initiative. Once the food recall take place, some institutional barrier will hinder the successful implementation of the system as poor information, low standard regulation, inefficiency of food traceability system, compensation is difficult to guarantee.In this paper, based on studies of food recalls, we draw a conclusion thatthe government should focus on the supervision, strengthen implementation of the food recall laws and regulation, improve standards system of food safety and information disclosure system, encourage enterprise to establish their own system of food traceability, recall insurance, corporate information disclosure to support food recall system, and strengthen the cognitive and educational work of citizens at the same time, so that make consumers and enterprises treat food recall correctly, ensure the food recall system implement normally.
