At present,the quality and efficiency of academic construction of higher education are the hot topics in the administrative departments of education.The quality evaluation of higher education's academic construction is relatively complex since it is influenced by various factors.Several indicators are selected for the comprehensive evaluation.In order to objectively determine the weight of each indicator,the method of level principal component analysis is employed in the overall quality evaluation of the academic construction of the Mathematics and Applied Mathematics of 16 universities in Liaoning province.Firstly,by using factor analysis,11 indicators are divided into four groups as one level whose weight is determined according to the features of rotating factor variance values.Then,repeat the analysis process for each set of indicators until the accumulated contribution rate of various index of the first principal component reaches or is approximate to 85%.Finally,determine the hierarchy and weight of each indicator and calculate the composite scores of every university.China's higher education is expanding,in the process of which whether the input and output reach the optimal ratio is of vital importance.Factor Analysis and Data Envelopment Analysis are employed in the evaluation.Separate factor analysis is conducted for the input and output indicators.The 3 input indicators are related with the teaching staff,academic courses and resources and equipment,respectively.The 2 output indicators are about scientific research and students.The scores generated by the input of each decision making units are thus calculated.Then,the technical efficiency and the scale efficiency of each evaluation unit are calculated with the use of the CCR model and BCC model based on DEA method.The results can provide some references for the academic construction and the development of higher education by pointing out the advantages and disadvantages of input and output in the academic construction,then optimizing the allocation of resources.According to the evaluation results of the quality and efficiency of higher education's academic construction,both the advantages and shortcomings of various colleges and universities in their academic construction can be analyzed,which is good for strengthening academic construction and building the features of the specialty,in order to strengthen specialty construction and build the features of the specialty.Besides,the overall development of higher education is shown by the results,which urges colleges and universities to makescientific and proper plans to foster a variety of talents that to conform to the demands of the society.
