| Along with the deepening of the strategy of the "promoting old industrial bases in northeast" and the speed of economic development is fast.As the difference of marketization and urbanization among areas,the development of human resource has obvious differences and non equilibrium.As the main body of economic activities,the difference of human resource development will inevitably lead to economic harmony among different regions and it’s not conducive to building a harmonious society.In this paper,the Northeast 40 prefecture-level cities as the basic research units,the use of the entropy weighted technique for order preference by similarity to ideal solution method(TOPSIS)to research their human resources development level.Analyzing their temporal and spatial evolution and exploring the spatial differentiat-ion regulations can establish better human resources development strategy of cities and the reasonable planning for the government’s decision,and provide the basis for realizing the rapid and sound development of region and promoting the process of integrationBased on the results,some conclusions are drawn as follows:for ten years,the vast majority of cities human resources comprehensive level have been varying degrees of ascension.However,the growth rate is slowly and overall level is lowly.In the time series,Presenting a clear stage on temporal changes,the order of the evolution was sustained rise→Stable development→ steadily rising.Considering the overall spatial human resources framework,the human resources levels of Northeast China shows a strong trend of spatial natural correlation.The similar areas cluster in space.The space structure of high levels distribution tends to be the circular space structure centered on Dalian,Shenyang and Changchun.Cities in Liaoning coastal economic belt are almost in the "High-High" district,cities in the northwest and northeast are mainly in the "Low-Low" district.According to the space-time mechanism,the Northeast China spatial human resources framework tends to be more continuous and self-organized,the random of the spatial differential pattern keeps decreasing.The homogeneousness of human resources development in the direction of east-west is typical for its relatively small spatial difference.As to the opposite direction,the spatial difference is great.This paper is divided into seven parts:Chapter One introduces this research’s significance,objectives and background,sorts out the relative domestic and abroad research and summarizes the research method and basic thoughts;Chapter Two describes the present situation of the overall development in Northeast China and defines the concept of human resources and related theories;Chapter Three establishes the comprehensive competitiveness evaluation index system,evaluates the human resources comprehensive level of Northeast China cities using the method of TOPSIS analysis and finally analyzes the evaluation results;Chapter Four uses the methods of exploratory spatial data analysis(ESDA),weighted average center,Kriging spatial interpolation,semivariogram function,and the GS+9.0 and GeoDA to study the spatial patterns of human resources levels in Northeast China in 2003,2006,2009 and 2013;Chapter Five analyses the mechanism of human resources differences then the driving force of the evolvement of Northeast China human resources framework can be identified through the following aspects:the geographical conditions,the economic levels and the policies on regional development;Chapter Six proposes the countermeasures to enhance the comprehensive level and narrow the human resources gap among cities in Northeast China;Chapter Seven summarizes the main conclusions of the whole research. |
